Hello Everyone,

It appears as if the Navy intends on letting out for bid, a huge aviation
contract. It will involve ATC controlling (tower/radar, radar/non-radar,
terminal/enroute), weather observation and reporting, and ground
electronics maintenance program support. The reason that Space and Naval Warfare
Systems Center (SPAWARSYSCEN) Charleston is proposing this RFP is that the
Navy as a whole is pushing for what they call Commercial Activities (CA)
studies, as a financially viable alternative to military servicemen doing
the work themselves.

I was kicking around the idea that perhaps I could put together a team of
ex-controllers, GEMO supervisors, engineers, and Airfield Operations
chiefs...and then submit a proposed bid on this contract.

Although, the information given is sketchy, I intend on doing some quick
research on the Commerce Business Daily (CBD) to discover the scope and
details of this RFP, which will give me some indication as to what is
involved. I can imagine that this will be a multi-year contract, probably
for 3-5 years, with several Options for renewal available to the
government. I can imagine that the breadth of scope will be sufficiently large to
accommodate all the various aviation fields. Further, I believe that such
a contract would encompass equipment costs, testing procedures, maintenance
costs, simulator time, training expenses, salaries for the various
professionals, Program Management and Administrative expenses, and then of
course an appropriate markup for profit. This might mean some very
lucrative salaries for all of us, a chance to direct your own career
through a company you co-own, and perhaps bring you back into a field that you know
and love.

Although I believe that there will be some very large aviation contractors
bidding on this contract (like Midway ATC, SPAWARS themselves, NAWCAD,
etc.) and keen competition, I thought that perhaps I could form a company of
former aviation professionals, and then try to submit a winning bid on
this. If you would be interested in forming an aviation company and pursuing this
with me, please provide me some input quickly that reflects your interest
and suggestions. If I don't hear from you, I will assume that you are not
interested. A bid typically contains 3 parts - Management Proposal,
Technical Proposal, and Financial Proposal. If you are interested, I will
eventually need a specific/technical resume from each of you (required
attachments to the Management Proposal) as well as an unformatted listing
of all the duties and skills you could add to the team (which will help me
prepare the verbiage of what we can do), I'll need assistance from each of
you in preparing the financials for the cost centers you know best (for the
Financial Proposal, and I need some realistic but rough idea of what you
would hope to gain from this team (salary, benefits, challenges,
position/responsibilities, title etc.).
